Abstract: 

Introduction development, the path of growth at its various micro and macro levels has been made through the production of and focus on high value-added industries like cultural industries in recent decades. According to UNESCO, cultural economics is a very strategic industry in the national economy in most developed countries in the world and governments have played an important role in it. Policy-making in the process of production, distribution, and consumption of cultural products is one of the most well-known and important tasks of governments throughout the world, which is considered as the main axis for the development of socio-cultural economics. Despite having rich cultural resources, Iran is far behind the developed countries and even the similar countries earning their incomes from the most important cultural industries according to the available evidence and statistics. Planning in the form of policies, laws, programs, and rituals in the cultural industry has an important role in the growth and development of this sector and thus the present policies need to be reviewed. Based on the theories, models, and policy discourses in the field of cultural industries and cultural economics, there are several components in policy-making that can be classified according to varied criteria, including level, section, type, and reaction to globalization. Based on the criterion of level, policies are made at the three local, regional, and national levels. Based on the criterion of sector, they are made in the sector of cultural economy, including production, distribution, and consumption concerning the required infrastructure. A type-based policy-making has two interrelated classifications, which include direct and indirect policies and regulations (distributional, regulatory, redistributive, and stakeholder policies). Finally, policies are categorized according to their types of response to globalization, which include prevention, resistance, and development policies. In this study, the upstream documents and their gaps were examined based on the different types of policy models in the field of cultural economics. Materials & Methods To analyze the policies of cultural economy in Iran the method of qualitative content analysis of documents was used with a descriptive-analytical approach in this research. The research population included the texts of upstream documents and laws, in which culture and cultural industries were discussed. Also, a summary content analysis was utilized. The analysis of the hidden contents in the concepts was done by identifying and quantifying the keywords or themes extracted from the researcher's texts of interest or research literature. To assess the validity of the research process, the raw data related to those themes were also referred to in addition to the researcher’, s long-term engagement and continuous observation of the texts. The theoretical validity was increased by reviewing the theoretical foundations of the research at each stage of coding and referring to the extracted primary themes. In the next step, to ensure that the coding was suitably done and the content was properly extracted, the experts were provided with the categorized categories in the mentioned field under the title of "Peer Review". Discussion of Results & Conclusions The study and analysis of the upstream documents showed that the majority of policies in the field of cultural economics were related to the production sector based on the theoretical models presented. The lowest policies were related to the consumption sector. Although the production sector was very important in the cultural economy, other sectors were not significant and the development of the cultural economy depended on the balanced attention and growth of all its sectors, including production, distribution, and consumption since the produced goods and services required the existence of distributional platforms, i. e., market and marketing, for supply on the one hand and the consumer market with the consumers, who received the expected cultural goods and services in proportion to their needs and demands on the other hand. The difference of the natures and values of the cultural goods (cultural and financial values) with those of other goods doubled the need to pay attention to the consumer sector because these goods could be developed by promoting cultural capital, i. e., knowledge and understanding of the consumers. Cultural and social assistance in a society occurs along with economic development. In general, it can be said that although proper policy-making, regulation, and provision of policy infrastructure in any field, especially in the field of cultural economics, which are the responsibilities of governments, are essential, this policy can be further developed when suitably implemented by governmental and non-governmental organizations and institutions with the help of people.

Abstract: 

AbstractContext and purpose. The purpose of this research is to design a model for the development of cultural and creative industries through economic tools and mechanisms and the integration of creative and cultural economy.Methodology/approach. In the current study, the qualitative method of grounded theory was used and the in-depth interview technique was used to collect information. The sampling method of the research was purposeful and snowball methods with theoretical saturation criteria and interviews with 20 experts in the field of creative and cultural industries. open, axial and selective coding processes was used to data analysis, and after that, the grounded theory emerging from the data was presented in the form of a story and visual model, and based on them, definition and classification were carried out for the application of the development of creative and cultural industries. Findings and conclusions. The results have shown that training and empowerment of cultural and creative industries and culture building in the field of cultural and creative industries act as intervening conditions to encourage business owners to create cultural and creative jobs, and these three-dimensional conditions in interaction together have caused the development of cultural and creative industries and the dynamics of the economy and moving towards the creative economy, and the consequence of that is the creative ecosystem approach to economic benefits and economic profitability and cultural development.Originality/innovation. Abstract: 

City is a place where mobility, continuity and development are its hallmarks, and in which urban furniture is considered an identifying element,thus that most big cities can be recognized by their appearance. In addition to the direct physical effects that it has on the appearance of a city, it can be considered as a factor for citizen satisfaction, attracting tourists and creating economic-cultural activities as a factor of dynamism and mobility. The purpose of this study is to identify the processes through which works of art are installed in the city and play a vital role in creating a sense of satisfaction among citizens and the successful economic development of the city. The question is how an important factor such as the development of urban art can play a role in citizen satisfaction and the growth of the cultural-artistic economy? Thus, in this research, first the theoretical foundations of the research are described and then the impact of the mentioned factors in urban art is reviewed. The results show that the quality of urban art organization affects urban spaces, so knowledge of urban art increases the awareness of designers to the extent that the design method responds to the behavioral needs of users, which results in a sense of citizen satisfaction and growth of socio-cultural economy. This research is applied in nature,its method is descriptive-analytical,and its data are collected through electronic libraries.

This article goal is comparative study of cinema economics policymaking in Iran and successful Asian countries and presenting strategies for cinema economics in Iran. Functional, strategic and collaborative benchmarking is used as a method. Benchmarking partners are four Asian countries (South Korea, Japan, China and India) which are in ten top countries of cinema economics. Cinema economics policies of selected countries are compared with Iran' policies on the basis of selected index that are verifies by experts. One of the important results of this article is necessity of a comprehensive policymaking for cultural economics, especially in cinema, because the policymaking in short period does not lead to economic brightness in culture area and cinema economics. Finally strategies of policymaking are presented. Abstract: 

The purpose of this study was to design a strategic cultural management model based on the components of the innovation economy. The research is applied in terms of purpose and in terms of data type is quantitative. The statistical population consisted of all the experts and professors in the field of cultural management and economic sciences of the universities of Tehran. 34 members of the community were chosen as a sample of the research purposefully. In the present study, the library and field method has been used to collect information. The data collection method was a researcher-made questionnaire. For determining the validity of the questionnaire, formal validity, content and structure have been used. To measure the reliability of the instruments, the questionnaire after the distribution of the test was measured through Cronbach's alpha, which was 0. 83. After assuring the normalization of the data, the structural equation modeling has been used using the Lizerl package. After several steps, identifying the indicators and components of the model (including 7 components and 72 indicators) and validating them and verifying them by exploratory and confirmatory factor analysis in the quantitative stage, indicators and components of the strategic cultural-management model based on the innovation economy (Including 68 indicators and 7 components) and thus the model components were identified. In the following, with the help of confirmatory factor analysis, a structural model was designed that shows the relationships between each component. The factor-based component of factoring 0. 86 has the highest correlation with strategic cultural management. Then, the components of high selection with factor load 0. 80, maximum outsourcing with factor load of 0. 79, market infrastructure with factor load of 0. 74, focus on intangible resources with factor load of 0. 70, increasing synergy with factor load of 0. 69, and provision of alternative services based on customer demand with load The factor is 0. 67.

Abstract: 

To begin with, this article takes a brief look at the western concept of economy and how it developed then, it examines the debates and disputes among the economists on the distinction between positive as well as normative economics since its development and in this regard it gives a special emphasis to the role of values and value principles.After that the concept of economy in Islamic texts has been dealt with and it has been concluded that concepts such as scarcity, choice, and scarce resources management which underlie the current definitions of economics can be inferred from them.With regard to Shahid Sadr’s view that there is a distinction between the economics and an economic school of thought and that Islam has an economic school of thought rather than economics, it reflects the same futile distinction between normative and positive. Acknowledging the difference between a school of thought and a science, the article concludes that the economic school of Islam can and should orient the economics and Muslem economists and provide them with the necessary guidelines.

Abstract: 

In the present age, it is the age of economic crises and challenges to moral values. Today, with many moral schools, we are faced with the dos and don’ ts of economic activities. On the one hand, the Islamic society needs a dynamic and developed economy, and on the other hand, it needs to consolidate and strengthen moral values in order to bring worldly and otherworldly happiness to people by making their activities healthier and countering economic corruption. The key question that has been dealt with in a descriptive-analytical way is what the moral school is in Islamic economics and conventional economics. The results of the study in this paper show that in the ethical school of conventional economics, the human goal of all activities is to avoid suffering or to attain material pleasure. However, the ethical school in Islamic economics attaches great importance to spirituality and considers the attention to materials to be legitimate to the extent that it does not hinder the spiritual growth and happiness of human beings.

Abstract: 

In this research, we tried by focusing on six economic-cultural concepts, including: 1. Economics of Defense; 2. Quran and Sunnah; 3. The Thoughts of Islamic Revolution Leaders; 4. The Economy Requirements of Iran; 5. Domestic and International Knowledge and Experiences in Operational Concepts of Economy; 6. Iran's Economic-Defense contingencies to collect the dispersed researches on the field of economic resistance to classify them with an economic-defense approach into seven main axes and then to describe each one with a comprehensive framework for macroeconomic concept of defense. In identifying the seven dimensions of research in this area, field and library data analysis has been used. Later, with the focal group approach, received the expert comments and then categorized and eventually presented them as a model. In this research, dispersive researches on the field of resistance economy were classified with an economic-defense approach in seven main axes: research focused on the concept of defense-economics, the concept of resistance economy, the adaptation of Western economic models, the thought of the Prophet, the ulema and elites, economic sanctions and economic defense, and then was presented the strategic-cultural model of economic resistance with some economic-defense observations based on the ideas of the Supreme Leader.
